UCF is "breaking the law" because they are doing what the law says they "may not" do and they are not doing what the law says they "must" do regarding the Dual Enrollment program.   Florida's Dual Enrollment program is more than just allowing high school students to compete for the right to take college courses, the laws that govern the Dual Enrollment program extend the rights of high school students into Florida's colleges and universities.
